NSW parliament is debating a bill to end the driving ban for medicinal cannabis patients. It’s the reform we’ve pushed for years, and it’s finally on the table.
But the devil is in the details. And those details will decide whether this reform actually works for patients.
Where the detail gets decided
In the bill itself. This happens in parliament. Before the final vote, MPs can move amendments, which are changes to the bill’s own words. But those amendments only change the bill’s wording if a majority of the parliament votes in favour.
In the regulations. Once a bill becomes law, the government writes additional rules about how the law is actually enforced day to day. A lot of the detail will be covered in these regulations rather than in the bill itself.
